This list considers performance across all game modes and for what is generally a boost for overall account power. Max Prio is the best investment for you and Min Prio is the worst.
Note that it takes ~27 days to get a character to 3 stars, and ~100 days to get a character to 5 stars via memory trial. Every time you pull a duplicate character, that saves you ~16 days.
It is recommended to run memory trials with just 3 characters instead of a full team, as that will maximize the memory shard gains you get for specific people!!
It may be worth considering prioritizing getting certain characters to 3 stars first before pushing others to 5 stars depending on your account and your priorities. At the end of the day, leveling any character that you use is a net positive for your account, this guide is just some advice on maximizing that. Enjoy!

Her 5 star upgrade makes her incredible [Happiness] buff trigger every single turn. Absolutely game-changing investment. While she is still powerful and very much worth using pre-5 star, she is a monstrosity at 5.
Each star level provides a substantial boost to Auguste's power. At 2 stars, he begins battle with 2 stacks of [Rage] which is a great head start for his damage output. 3 stars gives him [Rage Outburst II], which is a sizable damage increase as well. 4 stars gives him a whopping 4 stacks of [Rage], making it very easy for him to trigger his trait quickly. Lastly, his 5th star level is incredibly impactful as he gains [Rage Outburst III] (70% MATK added to damage) as well as recovering 2 NRG instead of 1. Auguste is a spectacular character to invest in, with great value at every single star level.
3 stars gives her a nice layer of damage mitigation, and 5 stars gives her a significant upgrade in the form of providing immunity to attribute debuffs as well as flat ATK and DEF boosts. She isn't very prominent in PVE, however, in PVP she truly shines, and her star level bonuses are a significant boon.
5 stars is certainly a worthy investment, as it increases his maximum NRG by a whopping 3, which is highly consequential for his ability to put out his summoned units and high-cost utility spells.
Gloria's biggest bonus is at 3 stars, where she gets movement increased by 2 tiles on the turn she loses flag waving. 5 stars gives her a nice damage increase by ignoring 50% of her target's def, but this is not essential for her. It's still a great buff for her and wouldn't be a bad investment.
High Prio Explanations

3 stars is enough. Extra chance to summon guards at rank 5 isn't that big of a deal. Still a high priority investment due to her sheer power and usefulness across the board.
At 2 stars, Safiyyah generates 50% [Life Steal] from targets attacked with [The Hanged Men's Mark], which adds to her survivability. At 3 stars, she will mark two targets instead of one, which increases her consistency. Lastly, at 5 stars, her trait range is greatly expanded to being within 6 tiles of herself instead of 4, making it much easier to mark enemies. Definitely worth investing to 5 as this range expansion is a great consistency buff for her.
3 or 5 stars is worth investing. Currently Momo is very strong, but she may fall off in the future as more characters come out so invest wisely. 3 stacks of her repulsion barrier at the start of the round is fantastic for her, starting her off with a very nice layer of mitigation going into each match. Also great for auto-battle
3 star is also great, but 5 stars is a worthwhile investment, giving his powerful Unlimited Resolve buff an extra turn. Alexei is great for autobattling as well! Long-term, Alexei will end up being replaced by Pamina role-wise, but for now he is a worthy investment!
Uncapped damage that is basically guaranteed +5 tiles. Long-term, Leonide may fall off in value as new characters come out, so be wary of that. Regardless, if you're worried about the immediate meta, Leonide at 5 stars is quite strong.
Nergal has some very unique characteristics that make him a stand-out. Things like his single-target push being the farthest in the game, great repositioning ability, and the ability to apply [Vulnerable II] at range. Overall a worthwhile investment for the utility and neat tricks he brings to the table.
3 or 5 stars would be worth investing up to. At 5 stars, she reduces all skill cooldowns by 1 turn when attacking from a [Highland] position, and with the 5-star Star-Raid Crossbow, she can repeatedly trigger this effect. With the right gear and team composition, her ultimate can guarantee crits, making her single-target damage quite impressive. A character worth investing in that takes a little bit more effort and teambuilding to get online than others.
Mid Prio Explanations
Okay choices. May have some strong benefits in certain aspects of the game, but overall aren't going to be big difference makers for you compared to the characters in the above tiers.
Col is a monster in PVE, and even moreso at 5 stars with the CD of her [Act Again] reduced to just 1 turn. If you're PVE-focused, she is a high priority. In PVP she does not hold up very well as it is difficult to trigger her trait amongst other things. Long-term, Col will be likely be replaced by upcoming characters.
5 star is guaranteed level 2 buffs every turn which is quite nice. Long-term her performance in PVP and PVE may be middling, but she is still one of the best magic damage dealers. Stopping at 3 stars or leveling her all the way to 5 are both very acceptable options.
Useful in some PVE modes like early ToA and for clearing weapon trials, but is not particularly worth investing in for PVP. She is not a very felixible character and struggles at both close range and at a distance.
2, 4, or 5 stars are worthy investments to stop at. In ToA, his leader aura is a good enough excuse to bring him along due to the massive DMG buff it provides. In general, he is quite good in PVE. In PVP, watchers give him lots of trouble, but he is quite strong in this current stage of the game's development.
Low Prio Explanations
Mediocre choices. If you've 5-starred everything above this and are bored, these are the next options to go for.
Okay to invest in depending on account priorities, but no star level is make-or-break for him. In clash, Xaver is king and very worth investing in, however, he very seldomly shines in PVE. His high speed gives him some niche uses especially on the small LPVP map, but he tends to fall off on the big map.
Her star upgrades are not substantial enough to make her worth investing in, but do note that Nonowill is still quite good in both PVP and PVE.
Garcia does not hold up very well in PVE or PVP. She may shine in late-stage battles where she is able to ramp up, however, her damage output does not keep up with high-tier damage dealers. Her [Rotational Acceleration] also can be dispelled, which is a big downside. Overall, would not recommend investing in her.
Min Prio Explanations

His only real value is for his leader aura. Other than that it is quite difficult to find a use for him. Extremely ccasionally in ToA he may be used, but generally not worth investing in.
